The purposes of a neighborhood watch are to observe and report. Nobody knows better that something strange is going down in the neighborhood than neighbors; neighbors know who belongs and who doesn’t. Strange people in strange vehicles doing strange things at strange times are, well, strange…and are probably something that should be checked on.
